What If He Can Change the Day, Part One

In "What If He Can Change the Day", Hopper finished up Iteration 06, which was left on a cliffhanger at the end of last week's episode. Who was that guy that Andrea killed?

Hopper is standing outside Rita's apartment. He receives the call from Andrea that we saw at the end of the previous episode. She says she's killed Eddie (Nestor Carbonell). Eddie was high and he got violent. When she fought back, he fell over the balcony.
They decide to cover up the crime by taking Eddie back to his apartment and calling 911 from a payphone. Their genius plan is messed up when Eddie wakes up in the back seat. Andrea speeds toward the hospital and is stopped by a uniformed police officer who escorts them to the hospital. Hopper slips out during the confusion.
Iteration 07
He wakes up in Rita's bed and we are taken through his morning ritual of cleaning up the gun shot wound, now nicely healing. He picks up his cell phone and they talk about Andrea and Eddie Reyes. Eddie used to be Hopper's partner before he started using drugs.
Hopper calls Andrea and tells him to stay away from Eddie. She's surprised to hear from him. The camera pans and Eddie is in Andrea's bed. Andrea and Eddie argue while they're getting dressed for the day. Eddie thinks Hopper was the cause of his being dismissed from the force and he tells Andrea that Hopper might be against her today when she talks to IA.
Hopper is driving to his apartment to pick up the hourglass in the package and he sees the bad guys following him. He drives his truck over a steep hill and onto another road. Their car can't follow. He goes to Baxter's house and finds Eva in the swimming pool. He questions her about the hourglass. She didn't know Garza had been killed. She said Garza was nervous and told her to send two sealed packages, one to Hopper and one to Jennifer Mathis, Hopper's sister.
Hopper calls Jen and asks about the package, but she says she never received it. He assumes that Randall must have gotten it. An alarm went off at the Mathis house and he's gone there. Hopper picks up Jen and they hurry over to find Randall.
Andrea is at the outdoor bar and Eddie walks up to her. He says he was worried about her and came to see how she's doing, but she realizes he's high. She tells Eddie that IA has pictures and bank statements. Eddie tries to convince her that Hopper might be guilty of murder and she should roll on him. She reminds Eddie that she didn't roll on him and she won't roll on Hopper. Eddie leaves and she calls Hopper, but he says he's too busy for her right now.
Jen's house is a mess. Hopper mentions that Randall might be involved in something and Jen yells at him that he never liked Randall and other enlightening things about their family. Hopper doesn't show up for his niece's birthday party, doesn't visit his mom, doesn't have time for anyone. He asks about the bruises on her arm, but she just says he doesn't understand.
In the middle of their argument, the bad guys' car shows up in front of the house. Hopper walks out and shoots the two men in the front seat. Randall is tied up in the back. Hopper drags him out of the car and threatens to shoot him if he doesn't tell him where the package is. Jen admits she has it.
Her package contains a photo of a dead woman in the backseat of a car. It's a crime scene photo from 1991. But Hopper doesn't recognize it. He calls the police station and tries to get answers about it. He's shuffled from one person to another. At the end of the evening, he is no nearer to finding out what crime the photo is from, although he does find out that someone from IA checked it out. He reviews his notes for the day. Call Margo (the woman hit or missed by the bus), ditch gun (planted in his closet), and so forth.
Hopper gets a call from Eddie. Eddie blames Hopper for everything wrong in his life. Andrea screams and we hear gunshots. Hopper rushes over to Andrea's house and finds her alive, but in handcuffs.
